Is it time to get rid of the federal flood insurance program? | WPRI ...

All 39 communities in Rhode Island participate in the federally funded National Flood Insurance Program, which Congress created in 1968 to deal with the lack of private insurance options available to homeowners in flood-prone areas.

The program has paid out tens of millions of dollars over the years, but in the wake of Sandy, some are asking about whether the program is a wise use of taxpayer money. They include economists Judith Kildow and Jason Scorse, who argue in a New York Times op-ed it?s time to end the program:

It?s no surprise that it can be very expensive to live near the ocean. But it may come as a surprise to American taxpayers that they are on the hook for at least $527 billion of vulnerable assets in the nation?s coastal flood plains. Those homes and businesses are insured by the federal government?s National Flood Insurance Program.

You read that right: $527 billion, which is just a portion of the program?s overall liability of $1.25 trillion, second only to Social Security in the liabilities on the government?s ledgers last year, according to government data. ?

Homeowners and businesses should be responsible for purchasing their own flood insurance on the private market, if they can find it. If they can?t, then the market is telling them that where they live is too dangerous. If they choose to live in harm?s way, they should bear the cost of that risk ? not the taxpayers.

And it?s not just the flood insurance program.

A lesser-known piece of legislation, the Stafford Act, authorizes the president to declare disaster areas and provide major federal funding for cleaning and rebuilding efforts. (For example, here is President Obama?s Stafford Act declaration for Rhode Island after Sandy.) ?Lately,? The Times reported on Nov. 18, ?scientists, budget-conscious lawmakers and advocacy groups across the political spectrum have argued that these subsidies waste money, put lives at risk and make no sense in an era of changing climate and rising seas.?

The store went live today in Japan, bringing with it all you've come to expect from Amazon's virtual mobile store: Angry Birds, Facebook, and much, much more. Also in-tow is Amazon's "Free App of the Day" initiative, and a variety of unique app selections from Japan-specific developers like Square Enix and NTT Docomo. The Japanese version of the Appstore features the same cross-device functionality found in other regions, meaning one app purchase suffices for all your Android devices. Amazon isn't saying if any major, expected apps are missing from the store, and our Japanese isn't so hot, so we'd appreciate you letting us know if you spot any major whiffs in the selection department.

`China India must build new type of international ties

"We are the two most populous countries and the two fastest growing economies...the rise of the two together will be (an) important phenomenon in global arena," said Huang Huaguang, director general, Research Office, International Department of the Communist Party of China (CPC).

Huang, one of the delegates from China at the conference on 'Implications of the Change in Leadership in PRC: Internal and External Dimensions', organised by the Observer Research Foundation, said: "We want to have better relations with India."

China, one of the world's strongest economies, earlier this month witnessed a leadership change that put Xi Jinping on top of the Chinese political hierarchy and the next president after Hu Jintao. His party colleague Li Keqiang will step into the shoes of Premier Wen Jiabao.

Huang suggested that the two countries should have "better strategic communication and coordination" and people to people exchanges should take place.

He said that in various fora, "we should work together to build a new type of international relations".

Huang pointed out that "complex changes" are taking place in the global arena. "The world is not as stable as we want...there are many issues."

He referred to the global financial crisis and also noted that in certain regions "we see hegemony and intervention in other countries".

"Generally speaking, we are optimistic of the growing forces of peace and stability. At the same time, we must not overlook the challenges...We don't see it (challenges) resolving under the existing order."

China, he stressed, wants to resolve conflicts in a peaceful manner through dialogue.

Also addressing the conference was Li Junru, former vice president, Central Party School of the CPC, who said the rise of China would help build lasting peace.

He said the Chinese people dream of walking out of poverty and wanted a strong China. The Chinese people, he added, want "peaceful coexistence and not repeat the past of powerful countries invading other countries".

Li said the US was the world's largest economy and China the second strongest. "One day, we will surpass them and the US is worried about this."

Both China and the US should not "misjudge each other".

He said that America is also worried about China's military development. "Our military power is enough to defend our own territory and US need not worry," he said, stressing that Beijing was keen on long term stability.

Zhang Yansheng, secretary general, Academic Committee, National Development amp; Reform Commission, suggested inking of a free trade agreement between the two countries so as to allow market access.

He sought strengthening of the strategic economic dialogue.

Greg Woodley of easyJet and Mukesh Sharma of Belfast-based Selective Travel Management seal the deal

Belfast-based Selective Travel Management has agreed a significant new deal with easyJet that will generate up to 10,000 additional business passengers for the airline annually from Belfast to destinations across Europe.

It is the first such arrangement that easyJet has put in place with a travel management company in Northern Ireland and one of its first in the UK.

Selective, which employs more than 40 people at Murray?s Exchange in the south of the city, will act as the leading airline?s sales and booking representative here, helping it make further inroads into the business travel market.

The deal covers easyJet?s entire route network, including its new route from Belfast to Birmingham.

Greg Woodley, easyJet?s Senior Business Partner for Northern Ireland said:

?easyJet is delighted to have signed this deal with Selective Travel Management and look forward to being part of a very strong partnership. Northern Ireland is very important to our plans for the corporate market, and the deal represents good business sense and value for easyJet, Selective Travel Management and most importantly the corporate traveller.?

Investor sues HP over Autonomy deal

SAN FRANCISCO -- Hewlett-Packard was sued on Monday by an investor who claimed the company knew statements about its Autonomy acquisition were misleading and led the stock to fall, according to lawyers representing the plaintiff.

The proposed class action lawsuit was filed in a San Francisco federal court.

HP dropped a bombshell last Tuesday with an $8.8 billion write-down on its acquisition of British software firm Autonomy, saying the company inflated sales with improper accounting. Autonomy co-founder Mike Lynch has denied any wrongdoing.

In other words, Trident Case's Kraken Series is a group of cell phone, smartphone and mobile device protector cases that the company has compared to a giant squid. The name implies that the case is dangerous, crafty and versatile. Strangely enough, it might just be the perfect name for these impressive cell phone cases.

Legendary fashion editor Diana Vreeland was the consummate dreamer, a romantic who never looked back and propelled society forward.

The filmmakers have done a fine job corralling so many fantastic tales from Vreeland's life.

"Diana Vreeland: The Eye Has to Travel" is an intriguing portrait of a true original; you only wish the movie had half the color and verve of its subject.

A lively movie, and in the case of its appearance-obsessed subject, it feels right that all it does is skim the surface.

[Vreeland's] influence on twentieth-century culture was large, and it's celebrated here with affection, dedication and skill--but very little critical detachment.

Though unwilling to dig too deeply into what seems an imperfect private life, it still serves as a splendid introduction to a unique personality.

A poignant portrait of an inveterate iconoclast who couldn't help but push the envelope.
