U.S. President Obama opens his notes before remarks to reporters in Washington

(Reuters) - Investors fearing a stock market plunge - if the United States tumbles off the "fiscal cliff" next week - may want to relax.
But they should be scared if a few weeks later, Washington fails to reach a deal to increase the nation's debt ceiling because that raises the threat of a default, another credit downgrade and a panic in the financial markets.
Market strategists say that while falling off the cliff for any lengthy period - which would lead to automatic tax hikes and stiff cuts in government spending - would badly hurt both consumer and business confidence, it would take some time for the U.S. economy to slide into recession. In the meantime, there would be plenty of chances for lawmakers to make amends by reversing some of the effects.
That has been reflected in a U.S. stock market that has still not shown signs of melting down. Instead, it has drifted lower and become more volatile.
In some ways, that has let Washington off the hook. In the past, a plunge in stock prices forced the hand of Congress, such as in the middle of the financial crisis in 2008.
"If this thing continues for a bit longer and the result is you get a U.S. debt downgrade ... the risk is not that you lose two-and-a-half percent, the risk is that you lose ten and a half," said Jonathan Golub, chief U.S. equity strategist at UBS Equity Research, in New York.
U.S. Treasury Secretary Tim Geithner said this week that the United States will technically reach its debt limit at the end of the year.
INVESTORS WARY OF JANUARY
The White House has said it will not negotiate the debt ceiling as in 2011, when the fight over what was once a procedural matter preceded the first-ever downgrade of the U.S. credit rating. But it may be forced into such a battle again. A repeat of that war is most worrisome for markets.
Markets posted several days of sharp losses in the period surrounding the debt ceiling fight in 2011. Even after a bill to increase the ceiling passed, stocks plunged in what was seen as a vote of "no confidence" in Washington's ability to function, considering how close lawmakers came to a default.
Credit ratings agency Standard & Poor's lowered the U.S. sovereign rating to double-A-plus, citing Washington's legislative problems as one reason for the downgrade from triple-A status. The benchmark S&P 500 dropped 16 percent in a four-week period ending August 21, 2011.
"I think there will be a tremendous fight between Democrats and Republicans about the debt ceiling," said Jon Najarian, a co-founder of online brokerage TradeMonster.com, in Chicago.
"I think that is the biggest risk to the downside in January for the market and the U.S. economy."
There are some signs in the options market that investors are starting to eye the January period with more wariness. The CBOE Volatility Index, or the VIX, the market's preferred indicator of anxiety, has remained at relatively low levels throughout this process, though on Thursday it edged above 20 for the first time since July.
More notable is the action in VIX futures markets, which shows a sharper increase in expected volatility in January than in later-dated contracts. January VIX futures are up nearly 23 percent in the last seven trading days, compared with a 13 percent increase in March futures and an 8 percent increase in May futures. That's a sign of increasing near-term worry among market participants.
The CBOE Volatility Index closed on Friday at 22.72, gaining nearly 17 percent to end at its highest level since June as details emerged of a meeting on Friday afternoon of President Barack Obama with Senate and House leaders from both parties where the president offered proposals similar to those already rejected by Republicans. Stocks slid in late trading and equity futures continued that slide after cash markets closed.
"I was stunned Obama didn't have another plan, and that's absolutely why we sold off," said Mike Shea, a managing partner and trader at Direct Access Partners LLC, in New York.
Obama offered hope for a last-minute agreement to avoid the fiscal cliff after a meeting with congressional leaders, although he scolded Congress for leaving the problem unresolved until the 11th hour.
"The hour for immediate action is here," he told reporters at a White House briefing. "I'm modestly optimistic that an agreement can be achieved."
The U.S. House of Representatives is set to convene on Sunday and continue working through the New Year's Day holiday. Obama has proposed maintaining current tax rates for all but the highest earners.
Consumers don't appear at all traumatized by the fiscal cliff talks, as yet. Helping to bolster consumer confidence has been a continued recovery in the housing market and growth in the labor market, albeit slow.
The latest take on employment will be out next Friday, when the U.S. Labor Department's non-farm payrolls report is expected to show jobs growth of 145,000 for December, in line with recent growth.
Consumers will see their paychecks affected if lawmakers cannot broker a deal and tax rates rise, but the effect on spending is likely to be gradual.
PLAYING DEFENSE
Options strategists have noted an increase in positions to guard against weakness in defense stocks such as General Dynamics because those stocks would be affected by spending cuts set for that sector. Notably, though, the PHLX Defense Index is less than 1 percent away from an all-time high reached on December 20.
This underscores the view taken by most investors and strategists: One way or another, Washington will come to an agreement to offset some effects of the cliff. The result will not be entirely satisfying, but it will be enough to satisfy investors.
"Expectations are pretty low at this point, and yet the equity market hasn't reacted," said Carmine Grigoli, chief U.S. investment strategist at Mizuho Securities USA, in New York. "You're not going to see the markets react to anything with more than a 5 (percent) to 7 percent correction."
Save for a brief 3.6 percent drop in equity futures late on Thursday evening last week after House Speaker John Boehner had to cancel a scheduled vote on a tax-hike bill due to lack of Republican support, markets have not shown the same kind of volatility as in 2008 or 2011.
A gradual decline remains possible, Golub said, if business and consumer confidence continues to take a hit on the back of fiscal cliff worries. The Conference Board's measure of consumer confidence fell sharply in December, a drop blamed in part on the fiscal issues.
"If Congress came out and said that everything is off the table, yeah, that would be a short-term shock to the market, but that's not likely," said Richard Weiss, a Mountain View, California-based senior money manager at American Century Investments.
"Things will be resolved, just maybe not on a good time table. All else being equal, we see any further decline as a buying opportunity."

I was able to released all the bug fixes two years ago 2010 and then it was followed by major fix for php 5.3+ in my last year release.
I wrote version 3.7 of the open source, but got really busy at my schooling, and then I have to trashed bin all of the 3.7 version because I want to write it as a video content management using my own mvc framework with an option of smarty, twig and tinybutstrong template engines. I am still on track for my projected release date by mid 2013. This will be called veedeoo scripts which is an open source.

Contributing geometric and topological analyses of micro-materials, University of Massachusetts Amherst mathematician Robert Kusner aided experimental physicists at the University of Colorado (UC) by successfully explaining the observed "beautiful and complex patterns revealed" in three-dimensional liquid crystal experiments. The work is expected to lead to creation of new materials that can be actively controlled.
Kusner is a geometer, an expert in the analysis of variational problems in low-dimensional geometry and topology, which concerns properties preserved under continuous deformation such as stretching and bending. His work over 3 decades has focused on the geometry and topology of curves, surfaces and other spaces that arise in nature, such as soap films, knots and the shapes of fluid droplets. Kusner agrees with physicist and lead author Ivan Smalyukh of UC Boulder that their collaboration is the first to show in experiments that some of the most fundamental topological theorems hold up in real materials. Their findings appear in the current early online issue of Nature.
UMass Amherst's Kusner explains, "There are two important aspects of this work. First, the experimental work by the Colorado team, who fabricated topologically complex micro-materials allowing controlled experiments of three-dimensional liquid crystals. Second, the theoretical work performed by us mathematicians and theoretical physicists while visiting the University of California Santa Barbara's Kavli Institute for Theoretical Physics (KITP). We provided the geometric and topological analysis of these experiments, to explain the observed patterns and predict what patterns should be seen when experimental conditions are changed."
Kusner was the lone mathematician among four organizers of last summer's workshop on "Knotted Fields" at KITP, which led to this work. The workshop engaged about a dozen other mathematicians and about twice as many theoretical and experimental physicists in a month-long investigation of the interplay between low-dimensional topology and what physicists call "soft matter."
In their experiments, the physicists at UC Boulder showed that tiny topological particles injected into a liquid crystal medium behave in a manner consistent with established theorems in geometry and topology, Kusner says. The researchers say they have thus identified approaches for building new materials using topology.
UC Boulder's Smalyukh and colleagues set up the experiment by first creating colloids, solutions in which tiny particles are dispersed but not dissolved in a host medium, such as milk, paint and shaving cream. Specifically, they injected tiny, different-shaped particles into a liquid crystal, which behaves something like a liquid and a solid. Once injected into a liquid crystal, the particles behaved as predicted by topology.
Smalyukh says, "Our study shows that interaction between particles and molecular alignment in liquid crystals follows the predictions of topological theorems, making it possible to use these theorems in designing new composite materials with unique properties that cannot be encountered in nature or synthesized by chemists. These findings lay the groundwork for new applications in experimental studies of low-dimensional topology, with important potential ramifications for many branches of science and technology."
For example, he adds, these topological liquid crystal colloids could be used to upgrade current liquid crystal displays like those used in laptops and television screens, to allow them to interact with light in new, more energy efficient ways.

LONDON, Dec. 27, 2012 (Reuters) ? Big companies in Britain now pay less tax than they did 12 years ago despite a big jump in profitability, a Reuters analysis of official data shows. Tax campaigners say the trend is the clearest signal yet that tax avoidance has blossomed under a more business-friendly strategy at the UK tax authority Her Majesty's Revenue and Customs (HMRC).

Large companies' payments of corporation tax - the UK equivalent of corporate income tax - totaled 21 billion pounds ($34 billion) in 2011/12, HMRC data shows. That was down five billion pounds or 21 percent since 2000/01 when the government, then controlled by the Labour Party, took the first steps towards a more collaborative approach to big business.
At the same time, the gross operating surplus for all companies in the UK - a widely watched measure of companies' profitability compiled by the Office of National Statistics - has risen 65 percent, to 329 billion pounds. The economy has grown by 55 percent over the same period, and receipts of both personal income tax and small companies' income tax are higher.
HMRC and the finance ministry denied the figures showed an increase in tax avoidance - legal tactics used by multinationals such as Google, Amazon and Starbucks. They cited recent economic weakness and lower corporation tax rates. The UK's official corporation tax rate was steady at 30 percent between 2000 and 2007 but has been gradually cut. In the last tax year it was 26 percent.
Reuters calculations show the lower tax rate and the weak economy account for about half the fall, leaving around 2.6 billion pounds of the difference in the amount of corporate tax paid between 2000/01 and 2011/12 unaccounted for.
John Christensen of Tax Justice Network, a tax campaigningoogleg group, said the figures show successive governments' attempts to create a more business-friendly administration - which includes a policy known as "enhanced relationship" based on mutual trust - have encouraged companies to use such tactics.
"These figures tell a more powerful story than any figures I have seen so far," he said, adding that senior HMRC staff had told him in recent years that they were "alarmed" at the drop in payments from large companies. HMRC defines these as firms with annual profit of more than 1.5 million pounds.
The finance ministry declined to comment on the calculations.
"PARADOXICAL"
Prem Sikka, a professor of accounting at Essex University who has written extensively about tax avoidance, said that even allowing for the tax cut, the figures were "paradoxical".
"How are they managing to reconcile higher profits with lower taxes?" he said. "It can't be done ... unless they are booking these profits somewhere else." Companies reporting for tax purposes are increasingly diverting UK profits to lower-tax jurisdictions, he said.
Google, for example, channels $4 billion of UK sales through Ireland each year, most of which ends up in Bermuda. Google said it complies with tax law in every country in which it operates but that it also has an obligation to its shareholders "to run our business efficiently".
When shown the calculations, an HMRC spokesman said the downward trend may also have been emphasized by a shift in the way taxes were paid from 1999 which led to "elements of double counting" in 2000/01 and 2001/02. That could make revenues in those years look artificially high. He declined to quantify the impact of this.
Sikka dismissed the impact of this change.
"That wouldn't make any difference to the total tax liability," he said.
HMRC's own data does not point to a spike in corporation tax payments over the period the changes were initiated.
Total corporation tax payments were just 2 billion pounds higher in 2001-2002 than in 1998-1999, a rise of 7 percent, while GDP rose 16 percent over the period.
The government's tax minister, David Gauke, who has described corporation tax as one of "the most economically damaging taxes", called the tax authority's current approach "very successful" in a September speech. He declined requests for an interview.

HOUSTON (AP) ? Former President George H.W. Bush, who has been hospitalized for more than a month, is getting excellent medical treatment and would advise people to "put the harps back in the closet," his longtime Houston chief of staff said Thursday evening.
But Jean Becker also pointed out in her statement that the 88-year-old Bush is sick and likely will be in the hospital for a while after a "terrible case of bronchitis which then triggered a series of complications."
Bush, the oldest living former president, has been in intensive care since Sunday. He was admitted to Methodist Hospital in Houston on Nov. 23 for treatment of what his spokesman Jim McGrath described as a "stubborn" cough. He had spent about a week there earlier in November for treatment of the same condition.
Becker said "most of the civilized world" contacted her Wednesday after disclosures Bush had been placed in the intensive care unit after physicians were having difficulty bringing a fever under control.
"Someday President George H.W. Bush might realize how beloved he is, but of course one of the reasons why he is so beloved is because he has no idea," Becker said in the at-times lighthearted statement that made multiple references to jokes and the former president's sense of humor.
She said updates about Bush's condition have been limited "out of respect for President Bush and the Bush family who, like most of us, prefer to deal with health issues in privacy." She said another factor was "because he is so beloved we knew everyone would overreact."
"I hope you all know how much your love, concern and support are appreciated," Becker said.
While the president's treatment was "unequaled anywhere," she said prayers also were needed and welcomed.
"I am thinking heaven has not seen such a barrage of prayer intentions since 'It's a Wonderful Life,'" she said, referring to the classic Christmas movie.
It was hoped Bush would be well enough to spend Christmas at home. But while his cough improved, he developed a persistent fever and his condition was downgraded to "guarded."
The former president has had visits from family and friends, including longtime friend James Baker III, his former Secretary of State. Bush's daughter, Dorothy, arrived Wednesday from her home in Bethesda, Md. Other visitors have included his sons George W. Bush, the 43rd president, and Jeb Bush, the former Florida governor.
Bush and his wife, Barbara, live in Houston during the winter and spend their summers at a home in Kennebunkport, Maine.
Bush, the 41st president, had served two terms as Ronald Reagan's vice president when he was elected in 1988 to succeed Reagan. Four years later, after a term highlighted by the success of the 1991 Gulf War in Kuwait, he lost to Democrat Bill Clinton amid voters' concerns about the economy.
Bush was a naval aviator in World War II ? at one point the youngest in the Navy ? and was shot down over the Pacific. He's skydived on at least three of his birthdays since leaving the White House, most recently when he turned 85.
He left New England for an oil business job in West Texas in 1948. He's also been a Republican congressman from Texas, U.S. ambassador to China and CIA director.

New Delhi: Controversy generated by retrospective tax amendment to bring into net Vodafone-type deals and concerns over implementation of GAAR kept the Revenue Department busy throughout the year amid expectations that the government will resolve them in the coming year.
In a bid to restore the investor confidence the government roped in the services of tax expert Parthasarathy Shome whose two reports?on GAAR and taxation of indirect transfer of assets?is being considered by the Finance Ministry and some decisions are expected in the next Budget.

The controversy began with the then Finance Minister Pranab Mukherjee announcing in Budget 2012-13 to amend the Income Tax Act, 1961, with retrospective effect to undo the Supreme Court judgement in the Vodafone tax case.
The Income Tax department had slapped Rs 11,000 crore tax on Vodafone for its $11 billion acquisition of Hutchison Essar in 2007, a claim which was subsequently dismissed by the Supreme Court. The apex court had ruled that Indian tax authorities did not have jurisdiction over the Vodafone-Hutchison deal, which was executed in Cayman Islands.
The Budget proposal to undo Supreme Court judgement evoked sharp reaction from international community. British Prime Minister Gordon Brown and US Treasury Secretary Timothy Geithner took up the issue with the government saying that such a move could deter investment sentiments.
Besides retrospective amendment, the General Anti Avoidance Rules (GAAR) proposal to check tax evasion dented investor confidence as the industry feared that GAAR rules would provide unbridled powers to tax officials.
Amid widespread concerns, Mukherjee, postponed the implementation of GAAR till April 2013. The Finance Ministry initiated stakeholder consultation and even came out with a draft GAAR guidelines in July after Mukherjee became the President.
However, the GAAR draft by the Central Board of Direct Taxes (CBDT) did not find favour with Prime Minister Manmohan Singh, who was looking after the finance portfolio then. He had announced setting up of Shome panel to come up with fresh report after talking to stakeholders.
Besides, the Standing Committee on Finance in its report on the state of economy had found the investment climate in the country suffered a serious setback and investor confidence was hit mainly due to concerns over the impact of retrospective tax laws and GAAR.
Soon after P Chidambaram took charge of the Finance Ministry on August 1, he tried to soothe nerves of jittery investors and promised fine-tuning of policies and corrective measures to put in place a stable and non-adversarial tax regime.
?Clarity in tax laws, a stable tax regime, a non- adversarial tax administration, a fair mechanism for dispute resolution and an independent judiciary will provide great assurance to investors. We will take corrective measures wherever necessary,? he had said.The Shome Committee submitted its draft report on GAAR to Chidambaram on September 1 in which it recommended postponement of the controversial tax provision by three years till April 2016.
It said that the three year deferment would provide a window of opportunity to taxpayers to prepare themselves for the new regime and to the tax official to be trained for successful implementation.
As a step towards reassuring global investors, the Committee in its draft report suggested that GAAR provisions should not be invoked to examine the genuineness of the residency of entities in Mauritius. Mauritius is the most preferred route for foreign investments because of the liberal taxation regime in the island country.
India has a double taxation avoidance treaty with Mauritius. The Committee has recommended that GARR be applicable only if the monetary threshold of tax benefit is Rs 3 crore and more. Besides, the Shome Committee?s draft report on indirect transfer of assets had favoured prospective application of tax law and waiver of interest and penalty in case of retrospective application.
The report on GAAR and retrospective amendment of the Shome Committee is under the consideration of Prime Minister?s Office and the Finance Minister, respectively. Any changes in the proposed rules is likely to be announced in Budget 2013-14.
As the government fire-fights to achieve the budgeted direct and indirect tax collection target Rs 5.70 lakh crore and Rs 5.05 lakh crore, respectively, its finances remain under the pressure. For the next year the major task pending before the Finance Minister, apart from settling the retro amendment and GAAR concerns, are bringing the Direct Taxes Code (DTC) and Goods and Services Tax (GST) legislation.
The report of the Standing Committee on Finance on DTC, which seeks to replace the Income Tax Act, 1961, is pending with the government which has to frame the final legislation. On the GST, consensus still eludes the Centre and states on the design of the new indirect tax regime and also the compensation to states on account of phasing out of Central States Tax (CST). CST is collected by the Centre and is distributed among the states.
GST, which will empower the Centre and states to simultaneously tax supply of goods and services, was to be introduced from April 2010, but has missed several deadlines. Chidambaram has to walk that extra mile to implement these two tax legislation which have been pending for quite sometime now, besides taking a view on retrospective tax amendment and GAAR.

But for a player well into the twilight of his career, the chance to stay at a big club, not have to relocate his family, and still provide guidance on a team he?s come to know makes for an easy acquiesce. Given the grace with which Friedel?s handled Lloris?s acquisition, the former U.S. international appears to be under no illusions as to the state of his career. His new contract is a sign of that acceptance, with the former Liverpool, Blackburn, and Aston Villa keeper moving into a role he could sustain into his mid-40s.
There had been some small rumblings of Friedel moving back to the U.S., but as long as there was interest from England, the former Crew player was likely to stay abroad. The Friedels are well established in England, with Brad having played in the Premier League since 1997.
During that time, Friedel has made 471 Premier League appearances, a record 310 of which were made consecutively. He is the oldest player to appear in a competitive match in for both Aston Villa and Tottenham.
And while his new deal likely precludes him from adding huge numbers to his appearance total, it does mean he could be making appearances in the Premier League at 43. And realistically, as long as there?s not an appreciable drop off next season, there?s no reason Friedel won?t be asked to continue.
